generally, this is still correct (ie that petitions are processed in the order in which they were received)
petitions are expedited if one of the parties is active in the military, and about to be deployed; or in case of proven USCIS error; or if one of the parties is from a particular country, one of which is Cuba (I see you've started another thread on that issue

the June file I think you're referring to is darkhorse, who could prove USCIS error on his original file, back in March (they gave him the wrong filing information and caused his petition to be rejected), so they expedited his second submission (or something like that; I'm a bit hazy on the details)
and yeah: four more CSC approvals today! which won't stop the stale old jokes about 'they don't do any work', but anyway
