I-134 is only used for NON-Immigrant visas like K-Visas, visitors, students, business, ect. I-864 is used for IMMIGRANT visas, IR, CR, Ect...
If follow to Join is K-2, or K-4, You use I-134, for the visa.
Later when adjusting status in the USA you will file I-864 along with the I-485.

I-864A is used in cases where a member of the primary sponsor's household is providing additional financial support to the primary sponsor to get the primary sponsor who is filing the I-864 up to 125% poverty line.
