When we filed we had to submit the i-130, g325a biographic form. They approved that stage and then we received packet 3 not long after with the medical form, affidavits of support, police record requirements and ds-230 1&2 and ds 2001 form no i-134.
DCF folks don't need the I-134. What you mention as being in your Packet 3 sounds complete to me (although Sydney's requirements may slightly differ from London's, what you list was in our P3). It must be an error on the Embassy's side -- I've seen this happen before on VJ, where the Embassy asks for documentation that is appropriate for another type of visa.
You mention that you have your father-in-law's I-864 -- your wife has done one too, right? (Just checking...

) And she's either been filing her taxes for the past three years or has made a statement to the IRS that she's exempt? I only ask because this often trips the USCs doing DCF. If you have, feel free to tell me to stop meddling!
