USCIS notified me that a nonimmigrant has to notify Dept. Homelenad Sec. within 10 days of changing address - except "A" or "G" nonimmigrants.

Seems the AR-11 is for nonimmigrants INSIDE the USA now.
My wife has not ever been here, and wont be - until they grant her visa.
Do we need the AR-11 change of address notice?

Hi, there. The AR-11 is for both non-immigrants and immigrants, but only for those living the US. I am not sure what to do when her address changes in her current country, but I believe it's something the embassy rather than USCIS or NVC needs to know.

Notify the consulate where your wife will be interviewed for her visa that her address has changed so that they will send the package of paperwork to the correct place.

Yes, thanks. She's getting a new passport too -with her new western name in it.

I sent a letter to Dept. Homeland Sec. by USPS return recpeipt requested.
It said that our lawyer made a typo on his address, and that my wife moved Sept. 2
I gave both correct addresses and explained that my wife IS NOT, and never has been in America. Therefore, the AR-11 is not filled out as they requested. I stated that the form says right on it that it's only for foreigners IN America.

Tomorrow, Sept. 12, is the day they need to be notified by. Do I need to try to call them? If so, any tips on getting through to the National Customer Service Center 800-375-5238 more quickly?

UPDATE

Wow, I got through!

They filed a "Service Request" over the phone for both address changes.
He said it would be as long as 60 days for the file to be updated.

Also, he said our newly filed K3 has 90 days to be accepted and only call after that. (I was getting curious since we mailed 8-8-07)
