Hi, Keep checking with NVC every other day on your case no. As soon as they have assigned you a case no. ask for the date that it was issued. Then email the consulate at IVND@state.gov (you can confirm email address on the new delhi website) and put the case no. in the subject line. You should ask them if they have received this case from NVC and when your husband can come to consulate to give packet 3. They should reply that they have received it and that he will go to counter one between 4-5PM. Even though you are emailing this, as soon as you have the case no. from NVC, tell him to go to consulate the next day and give DS230 and ask for the checklist. The checklist is the applicant statement. If he has all the docs from the checklist, then he can sign it and give at the same time. Tell him to be sure to write the CASE no. on the top of the application. Now the person at the window will enter his DS230 into system under his case no. This will only happen if the case no. is in their system. This is from my experience. You can wait for the reply from consulate, but it is not necessary. NVC emails the case to consulate as soon as they assign case no., so if they assign on Monday (which we can assume is Monday night in New Delhi), then Tues 4PM, his case no. should already be in the system. Does this make sense? Now, the key here is to get the DS230 entered ASAP. That will get you the earliest interview date. Don't worry about what the person at the window tells you, just get the DS230 submitted asap. After that, start working on putting together packet 4. About 2-4 weeks after ds230 is entered he should receive interview letter and packet 4. Depending on the timing, the scheduling of the interview may happen sooner. He will likely have an interview for mid to end October.
I have just gone through this part of the process so I am sharing with you what I have learned. Good luck.
