After the interview and the CO gave us the blue slip and ask for more evidences and a time-line letter, do they give us another appointment to come in or can we come in whenever we have more evidence and the time-line letter ready?

What did the blue slip say about submitting the overcome evidence?
Some consulates require you to schedule an appointment to submit, others allow you to just drop off the evidence at a designated window, still others prefer the evidence to be mailed to them.

Our blue slip states to drop off requested items with blues slip to Window B between 1 and 3 pm Mon-Fri.

The timeline letter I sent is being held up at the brokerage house (customs). So I Emailed it to Tuyen. She printed them out and is bringing the timeline letter and her police certificate to HCM tomorrow (8/28)

I think that you should ask for help from M.E now. The more earlier he goes into your case, the more percentage of successful for your wife's visa.
