When am I allowed to file for Naturalization considering the fact that I am married to a US spouse? is it 90 or 60 days prior to my third yrs as cond/perm resident? Also what documents and evidences I need to go with N-400 form?

It's 90 days. There is a guide to naturalization on the USCIS website that has everything you need to know about naturalization, you can fin it here .

Thoguh to be safe, you may want to send it in a little later then doing it right on the 90th day mark. Some people have had it returned as the day fell on the 90th day. I waited a week later and then filed...

Thanks guys.
I will have to gather all the paperwork and evidence showing that we've married for more than 3 years.
Right now I have the following:
- Tax returns for the last three years.
- Pics before and after we got married.
- Life insurance statements. (I put her on mine and she puts me on hers)
- Some bills with both our names.
- Car insurance with both our names.
- Car title with both our names.
- She added me as authorized user for her credit card and I did the same.
- We do opened different accounts in the same bank. I don't know how that will work for us. I may just go ahead and add her to my account.
- Airfare tickets for trip overseas next December. ( I am still waiting for my 10 yrs GC, hopefully I get it by then. But I do have my NOA and expired GC I can use for my trip next December).
- I can get two letters from our friends stating that we've been married and lived together for the last three years.
- Copy of Marriage license.
- Copy of my expired GC
- Copy of my NOA for I-157
- Copy of my work permit I received in 2004
- Copy of NOA for the adjustment of status...( old stuff as proof of our marriage for the last 3 years)

I did sent the same package to remove the conditions....

Do you guys have any other suggestions...??

You have some things on your list that you do not need to send for naturalization, it is a different thing than lifting condition. In my first reply above I gave you a link to the official USCIS guide to naturalization that contains everything you need/must know about filing. There is a page that is the actual checklist of what needs to be sent as evidence. My only suggestion to you is to go ahead and take a look at the guide...you DO need to know what's in it to prepare things the right way.
