Has anybody had any luck finding out for sure if their petition has been sent by the CSC, or is it just better to concentrate on calling the NVC and see if it shows up there ??

In my experience, NVC is organized and probably a lot better off technologically than USCIS. They will tell you what date it gets there, when it got sent off to the embassy, etc. Their customer service is very good when you get through to a live person. I never even tried calling USCIS because I've read on VJ about so many people calling there and just being fed a bunch of BS from someone who doesn't give a rat's ### about your application...then calling back the next day and hearing a completely different line of BS from someone else. Plus, I figured the time would go faster if I didn't think too much about the USCIS process that seemed to be getting longer and longer, especially after the fee increase fiasco. I think I just called NVC randomly about 5 or 6 months after my NOA1 and they had just received my paperwork!
I think I called NVC about a day after they had received it and they acknowledged the receipt. They told me to call back about two weeks later to check the status. I called about a week later and found out it had been forwarded to the embassy about two or three days after they had received it.
I called the embassy about three weeks or so after NVC had forwarded the paperwork to find out if they had received it. They said yes, and told me the interview date and said that my wife should have received the paperwork by now. If she didn't receive it soon, the lady said she should go to the embassy to get a copy of her packet 3/4. Erika called me a couple hours later and told me she received the paperwork in the mail.
My advice would be not to worry too much. If it's due at NVC soon, just call there once, maybe twice a week. Until then, there's nothing you can do to speed up the process. It's just a big waiting game, unfortunately.
