It is funny how we were all able to blow through a service center, NVC, and an embassy in 6-7 months to get an initial green card, and now it looks like it will take almost double that time just to get the conditions removed.
And yes, you CAN apply for citizenship now -- you could have back in December, 90 days before the third anniversary of your wife getting her green card. It doesn't matter if your I-751 hasn't been adjudicated yet. If for some reason the I-751 is still pending at the time of the citizenship interview, I'm told the interviewer will adjudicate it right then and there. Practically speaking, however, since the N-400 goes through TSC, I can't imagine it getting through there before the I-751.

You may remember my earlier post about a service request I opened for my wife's application with a 2/13/07 NOA1 date, only to hear back 2 months after that my case was still within processing time (while it was showing April on the website) and that I will need to wait!!
Last week I got another letter from TSC with much worse news that further puzzles me what these guys are doing overthere!! It was a REPEAT appointment letter for Biometrics! Unbelievable!! She had done hers back on 3/15/2007 and the last updated date shows 3/16/2007 on her profile, so I thought it was done correctly! Now after almost 11 months from that date they are telling us to go for another Biometrics! The letter is almost identical to the previous appointment letter with absolutely no mention why this needs to be repeated or if there were any problems with the previous one!
I called customer service and they provided 0 help, basically reading some standard texts to me and saying that you need to make the 3-hour drive to the USCIS center for your appointment regardless of what has happened to the previous one and there is no way to find out what's going on!
My initial guess was that they had mixed up my N-400 application (which I filed in December '07) and its fingerprinting session with I-751's Biometrics but I was told that is probably not the case by the customer rep!
Has anyone had to repeat their Biometrics and after this long?! I wonder if this could add another year or so to the wait!

hey, i had one question...
when i log into uscis to check on the case, the application type is listed as:
CRI89, PETITION TO REMOVE CONDITIONS OF PERMANENT RESIDENT STATUS RECEIVED
what the heck is cr189? conditional residence - but what is 189 refer to - and is this the same thing everyone else sees?

i really ought to apply for citizenship, but my only concern is that applying kinda puts you in limbo again, and not sure if you can leave the country once you have applied? is that actually true - or some old wives tail?
i feel so out of it now - once i knew everything there was to know about immigration - now i've been reduced to newbie status. i know nothing!

Yes, that is the same thing everyone else is/has seen. The cr189 is an internal USCIS status/form designation.

Whoa, you really ARE out of it! Yeah, no problem traveling if you've applied for citizenship. Assuming you don't have the 10-year green card yet, you would just have to take the expired green card and the NOA1/I-797. However, since your NOA1 is going to expire on March 13, you will need to make an InfoPass appointment at the local district office to get an I-551 stamp in your wife's passport if she wants to travel/come back into the country after March 13.
People still PM me and ask about NVC stuff . . . I made a stab at it but gave up.

Actually, TSC recently started transfering to VSC instead. I don't know why because VSC has been taking 6 months or so, while CSC was knocking them out in 2-3 months from NOA1.
I just got an email (almost fell off my couch to see an email from USCIS) saying that my case was transferred to Vermont!

WTF ????!!!!! Their processing times are even longer than TCS

Looking on the bright side of life, at least the case got a chance to get dusted

Wacky indeed! I just got notification today that, er, my petition has been transferred to Vermont...

I think that someone may have given me false information.

Hey Everyone,
I just got an email saying that our case was transferred to the Vermont Service Center as of January 31, 2008. I hope that is good news that they are processing and we will get an approval soon and not an RFE. Anyone else hear anything. Ok i need feedback what could it mean that our case was transferred to VSC. I hope not an interview.

so looking at james's list - this is what i can trend - no one that applied in 03/07 and beyond has been approved. the few approvals we have date back to 01/07 and 02/07.
also, of the 6 approvals - 3 invovled senators.
so based on those loose facts - the best way to improve your chances of approval are:
1 - have had applied prior to 03/07
2 - get a senator involved
....now whats this i hear about transfers to vsc? a rumor, or fact?

did you do it online, or email - i saw some sites had the ability to correspond online.......
this really sucks. i hate the inefficiencies of our gov't - especially after the fees we pay the uscis....

as of yesterday I was transferred to Vermont (January 31st). Seems like TSc is getting rid of "excess cases". Hopefully I needn't wait another 7 months at Vermont but get pushed through there by my actual date, not as a "new person"...

i start wondering about our application status, get one vj to find out what the heck is going on - and last night got an email stating that i had been transferred to vermont.

tsc was april something 2007
all i remember is the last time i got an application transferred - back with the i130, from texas to california, it took me two weeks to get an approval.

I got transferred, too. Looks like we all have.
I think it SUCKS OUT LOUD!!! The actual approval times from VSC have been very steady -- about six months, regardless of what the official processing times show. That means we have to wait until August???
Unless of course they put us at the top of the pile. Hell, that's precisely what they
should do, given that right now they are approving people who sent their I-751s to VSC in early August 2007. We were ahead of all of those suckers.

A service request is when you have called the customer service number after you are outside of the posted processing times and asked them WTF is going on. You supposedly get a service request number or something like that (or maybe not) and they're supposed to get back to you in 45 days. Invariably, assuming they do get back to you, it's something along the lines of the highly informative "Your case is being processed. You will be notified when your case is completed."
I think we're ALL outside the processing times now if we've been transferred to VSC.

Don’t get so frustrated!!!! Nobody knows if this is bad news... we were not even expecting this... I don’t believe they will move cases to slow them down.... we need to be positive!! Come on... Hope this helps!

Well I can see that most if not all of the losers are getting pushed off to the VSC from the TSC. Perhaps it is time for a change in your signature logo? For your sake I hope not. Well it would appear that I am no longer a TSC after all. My case was transferred to the Atlanta District office back in mid-November. As far as I can tell it is still there waiting for something to happen.
I did not receive a transfer e-mail yesterday like everyone else did so at least I know for sure my application is sitting in Atlanta somewhere.
When I read everyone else's posts this morning about being transferred it got me motivated enough to again contact my senators office and get them involved yet again. The last I heard from anyone with anything from the USCIS was from an INFO PASS my wife and I had back before Christmas around the 13th of December. The lady said it had just been inputted into the Atlanta computer system that day.
I am getting rather pissed now. If my application had stayed at the TSC then right now it would be on it's way to the VSC and even better yet, farther along toward's the top of the line than many others here on this loser list!
Oh well....what can one do?

My wife's case got transferred from the VSC to TSC today. (Jan. 31, 2008).
I have also posted this info on the other thread (TSC to VSC).
The question I have is:
1. Are all the TSC cases that get transferred go to the back of the line?
This would really suck. Wait until I tell my wife this afternoon...she'll be pissed....better pick up some flowers and a box of Kleenex on the way home...

After all, the normal I-751 petitions that currently have been pending the longest at VSC were only filed back in late July/early August, all well after ours. But then again we're talking about USCIS here . . . .

Joel in the hizzy! You've been scarce yourself. I agree, ultimately the important thing is that we got our spouses here relatively quickly in the CR-1 process. My wife actually could care little about this since she's not working. But for those who need this for work purposes, I'm sure this is a royal pain . . . .

Hey, I didn't know you had a second one! Congratulations! Yeah, two infants/toddlers will keep a mom busy. My wife probably won't work at least until both of ours are in school (Gaby just started pre-school this school year.)

we had to since USCIS wanted too much evidence and we thought who would have time to go thru all the processes and having babies seemed easier...hehehe

Wow. That's a LOT of people. [being transferred to Vermont]. I bet a bunch of people are being really confused since yesterday, the day of 31st of Jan........
I'm really confused. I'm so tired of these long immigration processes, and thinking that naturalization NOW should take 16-18 months? Holy crap!!!!!! That if everything will go smooth, I bet..

all i remember is the last time i got an application transferred - back with the i130, from texas to california, it took me two weeks to get an approval.

I think it SUCKS OUT LOUD!!! The actual approval times from VSC have been very steady -- about six months, regardless of what the official processing times show. That means we have to wait until August???
Unless of course they put us at the top of the pile. Hell, that's precisely what they
should do, given that right now they are approving people who sent their I-751s to VSC in early August 2007. We were ahead of all of those suckers.
James - are your stats on VSC approvals based on VJ? The USCIS website shows they are working on March 2007...
I have a feeling that the USCIS has a defined threshold of back-log - for example 6 months, 9 months - something to that affect. It might even vary by processing center derived from their available resources. So for example - TSC should be 6 months backlogged, whereas VSC can be 4 months backlogged. If one service center exceeds their backlog for x number of months, while another hasn't reached their threshold, it spills over.
Thus, we see a series of transfers from TSC to VSC.
In my analysis this simply means that VSC has the capacity to take on enough load thus that they would be 2-3 months more backlogged than they are now....in the end meaning we will get approved faster their than in TSC.
..Or maybe I've giving the gov't too much credit for planning their operations. ;-)

You're not only giving them too much credit, you're also forgetting that VSC is technically operating at capacity.
I'm basing what I know on
the master list in another thread. As long as that list is, there aren't a whole lot of VSC petitions. But there is a pretty clear pattern -- petitions filed in VSC all get approved in approximately six months. So there is no real back log at VSC because 6 months is what USCIS has set as its service goal. A backlog would be whatever extends beyond 6 months.
Contrast VSC with TSC, which has now apparently sent all of its I-751 petitions with NOA1s of March 1 and later to VSC. (A couple of our February TSC Losers just got RFEs, some have been approved, and a few others who haven't checked in since this mass transfer happened.) Since those are petitions that were filed up to 11 months ago, that would appear to be a 5 month backlog but is really only 4 b/c all the petitions received by TSC after July 1 were transfered to CSC and after December 1 or so to VSC.
So TSC really has no I-751s at all anymore, except maybe some odds and ends from February 2007.
VSC now has four months of old TSC petitions (and all new TSC petitions) in addition to the regular petitions it had been processing in 6 months. VSC would now seem to have a four month backlog with all of the stuff that's been dumped there now.
CSC has throughout all of this time managed to approve petitions in three months or frequently less, on the average, and is unlikely to cool off that pace now that the new TSC petitions are being dumped in VSC.
NSC is a basket case as bad as and probably worse than TSC, but I haven't heard about any mass transfers. Logic would dictate that they send their old cases to CSC. Logic, though, would have dictated they send all of our cases to CSC back in freakin July.
My theory is this: Nobody in USCIS has any idea WTF is going on!

I also got transferred to VSC on January 31st. My NOA date is April 20th, 2007. At least I feel better knowing that we're all in the same boat together. I don't know what I would do without VJ!!!!

Oh my goodness, am i the only one that has not gotten notification of being transferred to VSC?
My NOA is 06/25/2007.
Is there anyone who did NOT get notified via email?
When you log in to your case status on the site, does the status reflect the transfer?
Dont know if i should be worried... Yikes!!!

Well, add me to the transfer list....as of Jan 31, my case moved to Vermont too. Not sure if I am happy or sad about that!
I also got an email saying I-751 (CR189) was transfered to VCS. Originally filed I-751 March 07... Good to know we aren't the only ones that got their cases transfered..

I have no idea what's going on. It wouldn't surprise me if I were approved this Monday, or in August.

yes, i too would not be surprised if it were approved on Monday or in 2012. i wouldn't mind working for them - it's a gov't job --> security.

well..do you think the interview requests mean the ones who did not recieve that notice won't be interviewed? Has anyone gotten the promnised explanation in the mail?
