I'm reading about the materials to send your fiance' after NOA2. It says we need to send another letter of intent to marry only dated closer in to the interview. Do we address that to the embassy?

Yes we do. I am actually going to draft one for them that is a "mutual" letter with both of our signature blocks just my signature will show a date which is a week earlier than my fiancee's.

Yes, address it to the embassy/consulate - see the example in the guides, it works like a charm.
We never wrote a second letter.
We addressed ours to the embassy and it seemed to work just fine.
