The question centered around the USE in Casablanca and there is no indication as to what USE you used and when it was used. USE's throughout the World have lattitude in dealing with a variety of issues and what is "required" in Manila may not be the same as Casablanca. Also consider that "requirements" change from person to person and visa catagory.
We processed theough Manila and quite contrary to what has been insisted on, we did not submit an I-134.

"will be useful" does not make it a requirement. The other documents are indeed requirements to establish evidence of support.
During the process it is always best to err on the side of caution and while not expressly required we did prepare an I-134, which the USE refused to notorize and which was not asked for at the interview.
While your experiences are indeed beneficial, they are not universal. BTW did you process through the Casablanca Embassy?
