MBE= Mysterious Brown Envelope. NOT TO BE OPENED. If you open it, you have to send it back to have it officially "resealed". There have been suggestions for the consulate to stamp a big red "DO NOT OPEN" on the front of the envelope, but apparently, they print only a tiny little warning on it that is often missed by the over-exuberant receiver.
Even people who KNOW about the MBE have found themselves sitting there, glassy eyed, staring blankly into the contents of the envelope they knew better than to open, but did anyway. Makes one wonder if there isn't some sort of wee device planted inside that lulls the receiver into a hazy stupor, subliminally telling them to "open... open the envelope...." in a last-ditch effort to stretch out the k-1 visa process as much as humanly possible.
