I am looking for a co-sponsor that is not a friend or a relative. Are there people out there I can pay to be a co-sponsor? If so, where do I find them? PM me if you know.

A person who is neither a friend nor a relative is not likely to be acceptable as a sponsor, even at a 'lenient' consulate.
Note that the I-134 asks for the proposed sponsor's relationship to the visa applicant. Note also that making a material misrepresentation can have severe adverse consequences.
