With the holidays coming up, processing could either slow down because of the Immigration Bastards taking vacations, or there could be a push to clear as many applications from the deck as possible before Gnu Year's (due to quotas, or whatever). There really is no telling. Maybe call the Disinformation line once or twice, get past the infernal screeners, and simply ask the ImmigOff WHERE your file is -- in the file room, or in the Division -- and if in the latter, where (someone's workstation, a transit station, whatever). Pleasantly ask the ImmigOff if he can send a friendly e-mail of inquiry down to the floor. (Unless you get a nice one, they'll say NO, but you should try.)
On the basis of my experience yesterday, maybe asking "where" the file is (and helpfully prompting them with some possible places) is more valuable than the usual "why" the file isn't processed. You should also add that a number of files submitted after yours have been approved already, and the Case Online flatly says "We process files in the order we receive them."
