I am wondering do they allow cell phones inside of embassy or not? and also how much pictures should be enough as evidence of your and your SO before and after marriage?

You can take the cell with you but will have to deposit it at the embassy. They will give you a token and as you leave you get it back.

i know cell phones aren't allowed in the Montreal, Canada US embassy

Ditto on what Sandip said. They will give the cell phone back to you once you leave the embassy. As far as pics are concerned. When we submitted our information to the VFS we submitted only five photographs with the intention of showing the rest at the interview. However, they never asked to see them and we were approved with only those five.

You can give several to the VFS office, then bring whatever photos you have to the interview, and show them only if asked. They usually only look at a few photos. As for us, we only had 6 photos of us together and that was sufficient for an approval.
