I agree. I was thinking about the same thing. I suppose the original logic behind that order, is that without James' shortcuts the I-864 package will be recieved prior to the DS-3032. We e-mailed the DS-3032 and that package came to me (in Finland) ten days after it's generation. However, we still haven't gotten an I-864 package, even if we paid it off the day after it was generated. A second logic to this order could be to separate the AOS and DS tracks from each other. I don't think this issue matters that much, but it would be more logical time vice if the "Return Completed DS-3032" would be two lines above from where it is now
