Also just my opinion, but I dont believe in this pre-paid legal stuff. If you are gonna hire a good immigration attorney, it will cost you money. Laurel Charges money but delivers, unfortunately she cannot expedite cases. Islamabad is very slow in handling Waiver cases BUT she has a very high success rate!
A tax attorney cannot give you immigration advice let alone advice on waivers, thats what I think happens with Prepaid legal. I would suggest contacting AILA, they give recommendations on Immigration lawyers in your vicinity too. But lots of scam artists out there so be very careful. I have been stung by bad legal advice myself too.
If he is in the US and has been told he needs to file a waiver then your husband will file in the US. If he is in Pakistan, he will need to file from Pakistan. And the fact that what kind of visa he was in the US for, will determine if he will have to file a waiver.
The good thing is it looks like he complied with a voluntary departure, so he doesnt have to file a second waiver. Ask your husband what kind of visa was he on? IF he was on B1-B2 and over stayed yes he would have to file waiver if he stayed more than 6 months. If he was on F-1 student visa, and stayed in country for years he does not have an over stay as students are admitted on D/S status and over stay does not incur until and unless Judge deems one deportable and then you dont comply with VD.

The posts that i have been reading have lead me to believe that he will hand it in over there. the starting fee is something like 26.00 and its 26.00 every month.
you can also add your spouse on there * this looks good later on with the visa process *
