My husband just recieved a package, which contained a bill for the 864 and also contained a DS-3032. we were wondering what the DS-3032 was for exactly and whether its necessary to send in?

I am also wondering which method of delivery the US consulate will use to deliver my packet in South AFrica. They have my residential and my postal address, but if they try to post it to my residential address, it most likely won't get here, since we don't have a post box.

any help would really be appreciated!

The DS-3032- if the embassy mailed that to you, then of course, it must be completed. I don't know which method of delivery your embassy will use. I would suggest contacting them if you want them to mail you something to a specific address.

The DS 3032 issue can be taken care of by email. The foreign alien spouse should email NVC (NVCINQUIRY@state.gov) with a request that the US Citizen petitioner should be his/her choice of agent. Therefore, all future correspondence from NVC should be sent to the US Citizen petitioner. If you decide to take care of DS 3032 form (Choice of Agent form), then you don't need to send the DS 3032 form to NVC. Please read about it in more details at the NVC forum.

The DS-3032 is the Choice of Agent, this means that whatever name and address you put on it, the NVC will use to mail every single piece of correspondence. It can be anybody, so if you want the petitioner to be the choice of agent, then he will get everything from now on. If you want the beneficiary, everything will be mailed to you.

thanks everyone for the info! i think i understand what it is now, but i'm still a little confused as to why they would send it to my husband and not to me if i'm the one who needs to fill it out?

one more thing. i understand the benefit of my husband receiving mail from the NVC, but i am confused about what happens when the consulate over here sends me the packet with the forms i'll need for my interview. i mean, are those going to get mailed all the way to my husband in the USA because he's the one i specified as my agent?

If you choose your husband to be the Choice of Agent, he will get packet 4 (interview letter) as well as you, the petitioner.

Also, you can check out James' shortcuts under the National Visa Center forum to find out what the CR1/IR1 process is like at the NVC. You can e-mail the choice of agent to the NVC and not have to mail it.
