What forms? Are you talking about the DS230, DS-156, etc?
Usually the NVC only sends you a plain letter - they have nothing to do with forms for a K1 application.
After sending the letter of receipt, the NVC will forward the petition to the consulate. (That should've been mentioned in the letter.) From there, the consulate will send you your Packet 3, instructions as what to gather up for your impending interview. That's when you either get the forms that you'll need to fill out, or he'll get instructions to fill it online (I'm not sure which way you get your forms in the Phillipines - the Vancouver consulate asks for filling them out online, but other consulates still do snail mail).
