I sent back the fee which came with the choice of agent form and emailed my choiceof agent which was accepted via email and when I called and checked in the automated voice system today it said the immigrant visa fee bill has been generated, but I thought that was only generated after the i-864 and the other form following as it says it james shortcuts

help I am very confussed

No, the IV bill is generated after you have sent them the Choice of Agent. Then once you pay the bill, the DS-230 is generated.

The AOS bill you paid generates the I-864.

Yes, that is correct, as Diana said. NVC has two tracks:

1) Choice of Agent ----> IV Fee Bill ----> DS 230 packet

2) AOS Fee Bill ----> I-864 packet
