If you are checking your case online and you have that notice, I wouldn't get too excited. Unfortunately, it is more likely someone at USCIS posted the wrong notice than it is you are already approved. I checked the USCIS web site to see if there was anything about expedited Cuban cases. There is nothing new regarding this country.
It would be great if you did get approval, but that is very unlikely. You are going to have to wait quite some time like everyone else, in all probability. If you think that you case has been approved, call the 800 number to verify. But, understand that the person answering the phone is going to check the internet first.
If you check the statistics on VJ for Cuban beneficiaries, you will see that they get adjudicated within 1-2 weeks. I'm sure that the OP has received his/her NOA2.
