In I-130, Does it need to write his address of temporary residency instead of his permanet one in Iran? or not? Help me please........ (Question number 2 and question number 19 in the form ask for relative's address)

At any rate, enter the address where your husband lives, even if temporary in nature (is that addy outside of Iran?).
If you have questions about it at your interview, you'll have an opportunity to discuss it with the CO and make corrections if necessary.
