My fiance is from Ukraine, but has stayed twice in America. Once was the summer of 2006, for 4 months. The other was the winter/spring of 2007, for 4 months. She has also lived with her mother in Athens, Greece for three months two years ago. Will she need police certificates in all of these locations? Both stays in America were in two separate towns. So, would she need one certificate for each town, plus one for Athens?

Only need to get a police cert from other countries if they resided in the other countries for more than 1 year, if less than 1 year then no cert needed.

Also no need to get ones from USA, the consulates tend to take care of that, through the process of name checking.

Only need police cert from Ukraine.

The requirement is a police certificate for time spent exceeding one year in a foreign country. To the USA, the USA is NOT a foreign country.

Also while not your situation but, Kyiv will aggregate multiple stays in the same country and will sum the time to see if you exceed the one year threshold.

I thought the requirement for Police Certificates from countries other than the USA are if the person was in that country for "6 Months or more". I often see this requirement misinterpreted and misstated as "More than 6 Months", which is not correct, to the best of my understanding. Certainly, I have never heard that the requirement is "More than 1 Year". Can anyone confirm or clarify please? Thank you!

May I respectfully inquire what your source of information is for the "1 year or more" information. The reason I ask is that according to the "Fiance(e) (K1) Visa Applicants Appointment Packet" for the Embassy of the United States of America, Consular Section - Immigrant Visa Unit, Manila, Philippines sample shown in the Philippines sub forum on this site, item "g" reads:

g. OTHER COUNTRY POLICE CERTIFICATES. Applicants aged 16 years and older must also
present police certificates from other countries where they have lived for six (6) months or more after
reaching the age of 16. Information on police certificate availability by country can be found on the
Embassy’s website or at http://intranet.ca.state.gov/reciprocityweb/index.htm

Is it possible that these timing requirements are different for different embassies? Or is it possible that there has been a recent change in the time requirement?

Each consulate is different... the majority of consulates seem to require PC's from foreign countries at 1 year... Exceptions, as you have identified, do in fact exist... The OP is using Kyiv and in Kyiv it is 1 year
