There's not much information about your friend. Is this friend a USC? LPR? Can't help without additional information. You might also try reading the Guides. It's at the top of the website, fourth tab to the right...GUIDES
she is a filipina and now an american citizen she wanted to petition her mom...

She would file form I-130.
Most of the filing for spouse guide applies to filing for a parent of a US Citizen.

I-130's instructions explain what needs to be included, to petition for an alien relative.
