How likely is it for my fiance from Sierra Leone, W. Africa to get a tourist visa to Germany ?

We have been in AP for 6 month and not seen each other for over a year. With elections approaching it would
be dangerous for me to go to him.

I am a naturalized USC ( German ) and my mother lives in Germany so it would be great if we could meet there.

Of course his tourist visa to come here before we even started the K1 process was denied, even with
more than sufficient proof of ties ( bank account, home, UNHCR Job, employment letter, etc. )

How tough is it for an African to go to Germany to visit ?

I am not sure how tough it is to get a visa but I imagine that it is not easy - just going by recent experience when we had a 1-day business meeting in Germany and wanted to bring an African colleague residing in the UK. The visa was denied and I'm still not sure why.

I guess I am looking more for the likelyhood of obtaining a tourist visa for an African who does meet all requirements.
it is my observation that 'requirements met' mean very little for 3 world country applicants, at least here.
Any successful African applicants ?
I just want to get the feel for it before we blow another fee and waste time.
