It depends. Has your spouse filed with a US service center? If yes, then the visa fees are paid before in the interview, a total of $380 USD, during the NVC process. If you're not at the NVC point yet, search for James Shortcut to avoid having to sort out the fees yourself. The US spouse can be the agent and it's much easier for them to pay the fees in USD.

It is always helpful, if you have a timeline which would tell us where you are in the process. Anyway, If the choice of agent has already paid $380.00 for Immigrant Visa Fee, then the visa applicant does not pay anything during the interview.

Since it looks like you are going for a CR1/IR1 visa, the choice of agent pays the visa fee ($380) while your case is at the NVC. The beneficiary doesn't pay it at the time of the interview. If you're going for a K3 visa, then you DO pay it at the time of interview.
