it is confirmed that it is ok to send packet 3 paperwork to Mumbai consulate as soon as you find out that your case has been received by the mumbai counsulate.
to find out if the case was received by Mumbai calll department of state and speak to a visa specialist.

yes since there are conflicting information...the other day some suggested that i should wait till i receive the packet3 in hand. turns out it was sent to my home in india but no one was home and then never tried to redeliver it
nonetheless, i got a new email re-confirming that it is ok to download packet 3 from mumbai consulate site

You will not be eligible to be scheduled for an interview until you complete and return the necessary documents. You may obtain a duplicate instruction package (Packet 3) at http://mumbai.usconsulate.gov/ivforms.html, if you wish.
