What's in the packet 3 for Manila? Is ther a Packet 4? Are there any fees that need to be paid at interview or after?

Hi! There is no such thing as Packet 3 in Manila Consulate. Some applicants might recieve pre-appointment letter from USE (often mistaken as Packet 3) while others don't. In my case, all I got was Packet 4 - the appointment letter, DS-FORMS, instruction - which was delivered a month before my interview. You will have to pay $100 for the visa before the interview and another fee for the delivery of the visa once approved...

yes she is right...but dont forget to bring your DS-156 0R DS-157 IN THE BANK..THEY WILL VALIDATE your visa application payment into that form....
