Does anyone know the typical wait from the time Juarez receives the approved I-129 until they send out the packets and schedule an interview? I read somewhere that it was 12 months, this is crazy to take this long.

Are you talking about I-129F for a K3 visa? Normally 4-6 months for an appointment. For a K1, no wait once you have received the fiance packet. Check the Juarez thread in the Forum thread for more (info but mostly on fiance visas).
