On 05/21/07 I received the fee bill for the AOS and mailed on 05/22/07. Today I called NVC and they told me that the bill for the DS230 was generared and it will be mail to me. now I 'm confused because I thought that the DS230 bill was going to be generared and sent to me after I mailed the affidavit of support , is this is correct?.

No that is not correct. The AOS and the DS230 Fee Bills follow two independent paths. Once the NVC assigns the case number the AOS fee bill and Choice of Agent forms are sent out. It's only after the Choice of Agent form is accepted by the NVC will the DS230 fee bill be sent out.

You are getting little confused. There are two paths at NVC process which finally emerge at the end:

AOS Fee Bill ----> I-864

DS 3032 ----> IV Fee Bill ----> DS 230

Since your DS 230 is generated, you can send them to NVC, if it is ready by now. Remember, DS 230 part I must be signed by the visa applicant (beneficiary) and part II must not be signed now. During the interview, the visa applicant signs DS 230 part II in front of the consular officer.

When you submit DS-230 part I do you also submit part II w/o the signature? Or should I just submit part I?

For some countries, submitting part I and II are required whereas for some countries, only part I is required to submit to NVC. Regardless, do not sign part II now. The consular officer will ask the visa applicant to sign part II during the interview. Part I must be signed by the visa applicant before submitting to NVC.

That depends on whether the person who sees it becomes annoyed and puts you case back on the bottom of the stack. Theoretically it's not a problem but you already know it is not needed so why make waves.

If only part I is required for your contry to submit to NVC, why would you submit part II to them now? Prepare part II for the interview. Remember, the visa applicant must not sign part II now, as it must be signed in front of the consular officer during the interview.
