Yes, if you are not a US citizen, you should inform USCIS by filling out AR-11.

Yes you have to

Yes, you do. You can either send AR-11 form via mail, or fill up the form from USCIS website, or call USCIS to notify address change.
Also, just in case, you may need to write the letter including your current case number to notify to whom is working on your case.
