I (alien?) living overseas has received the DS-3032 only, but not the AOS bill.
My question is who suppose to get AOS bill is it the petitioner (my wife) or the alien (myself)?

your wife, the petitioner

Am i correct in thinking that the I-134 is sent to the SO to take to their interview, then a bill is sent to me (the USC) for the form? I'm confused because it doesn't specify on the form. I know it's used for many different visas. I am applying for the K1.

Yes, the USC petitioner gets AOS Fee Bill.
