Can the petitioner (in the USA) send an e-mail to NVC choosing himself as his own agent or does he need to send the filled out DS-3032 form by mail?

But I believe the beneficiary has to send out the e-mail because the DS-3032 is sent to them. You can send the sample e-mail to your spouse and he/she can just mail it to NVC.

What if the SO doesn't have an email? Can he log into my acct and send an email thru mines?

No, the beneficiary must email NVC only after DS 3032 is generated by NVC. It takes only few minutes to open up a yahoo/hotmail free email account.

Hey girl,

Yeah, you can go real quick to Hotmail or Yahoo, set up an e-mail address with your spouse's name and send it to the NVC yourself. Plus, he can have that e-mail account already set up for him when he gets here.
