Hi. Can anyone say whether or not our Packet 3 will be denied or returned if we mailed DS-230 with Part 2 already completed? I know we should have only completed Part 1 and then Part 2 is to be completed on the day of the interview. Will it matter if we submitted our DS-230 with Part 2 already completed? Thanks.

No, you will not be denied.
She'll need to sign it at the consulate. So no matter whether she sent it in or not, she'll have to sign it in front of them. I'd advise her to take another one to the interview, filled out but not signed.
