if only beneficiary will sign DS3230, how the bene know that she/he need to process DS 3230?
IS the NVC will send the case number or only by calling.

You can call the NVC to get your case # if they already have it. Then keep calling until they say that the form has been generated. At this point the beneficiary can sign it and send it back to them, or send them an e-mail. If you choose to send an e-mail you need to look for the post of James' shortcuts in this forum to learn how it is done.
