The code as you've written it is a little confusing. The
212(d) part means that you you have to apply for a waiver before your visa can be granted, the
3(a) is the part that says that once your waiver is approved by the AG (Attorney General) you may be granted a temporary visa, but you may have some letters or numbers missing in the rest of it because I could not find the
2(a)(ii) part.
Read through
this, scroll towards the bottom and read the section on "Waivers of Ineligibilty" and find the paragraph w/ the codification that you have on your denial.
You were denied in 2003? Why are you asking the reason for your denial now, 4 years later? Are you applying for a different visa or trying to get a waiver for your original visa application?
