In any event, your question would be best directed to the governing authority that issued the license. They should be able to respond to you on that quite easily.
They are issued by counties in NY state, but at least MOST of the counties in NY do say they need an SSN.

http://www.health.state.ny.us/vital_records/married.htm though, an SSN isn't needed (marriage LAWS are by state - it read to me that the OP was just calling out which state she was residing in) - call the county clerk and explain the situation and see what they say. My marriage license application said my husband needed his A number or SSN, neither of which he had - when we went there, all they needed was his passport/visa number.
Then again, being from upstate NY, I'm convinced Long Island is all kinds of messed up - but see what they say.
