Aga,

What documents are you preparing for USCIS (INS no longer exists)? Are you in the USA applying for adjustment of status or are you outside the USA and your husband is preparing a petition so that you can apply for a visa?

Your post is not really clear about your present situation.

Aga,

Your husband must be yuor sponsor, and he must fill out an I-864 affidavit of support form, and provide appropriate supporting documentation, even though he does not qualify financially to sponsor you.

Yes, your mother-in-law can be a Joint Sponsor, if she qualifies financially, and she will also fill out an I-864 and provide appropriate supporting documentation. Alternatively she can be a Household Member, in which case she and you husband jointly fill out an I-864A form. Your husband will include her financial information together with his own on his I-864 and will include her supporting documentation as well.
