The date for Citizenship runs from the date you became a resident, it is on your card.
You can file now, and upgrade your petition when you obtain Citizenship.
My guess is that a visa number will be available about that time anyway.
Can he seek entry beforehand, yes, but not as your spouse. Student or Work seem the obvious ones.
