when printed out shows yellow background behind the printed name is it acceptable to send that to nvc

Yes, that is a common problem with the PDF form, but poses no problem. We just printed the DS-230 in B/W on a laser printer, or you can select B/W and print it on color printer so that the yellow is no problem.
