There should be no charge for a notarization at the Embassy for a visa-required document.
I know this for a fact for the i-864 (which NO LONGER needs notarization, but did until last summer) but am less sure for the I-134, since it technically is not required for the non immigrant visa.

Yes, but when. The current I-864 does not need to be notarized, and (above) there's no safe/sorry about it. It's simply not required (due to the language that you sign to).
