OK. Here is my problem with USCIS as I have described in not so many details in my previous posts. My parents have entered US a few months back. They have niether received their welcome notice nor their green card, apparently because i have chnaged my address and am not able to effectively change it in my record. The receipt number that I have (Starting with EAC) is not the receipt number that I should use to chnage their address. evidently the receipt number on their welcome notice (the one starting with SRC) is the one that I should use now that they have entered the country. But as I said we didnt receive the welcome notice, so this wishes cycle continues!!!
I dont knwo what else to do, and the customer service in USCIS doest connect me to an immigration officer so I can explain the case.
any ideas?????

Schedule an Info-Pass appointment at your local office, bring everything you have regarding your situation such as visas, passports, case numbers, ect, and have the rep there sort it out.

None of those number is correct; your parents are now identified by their A#s, which should be recorded on the visa in their passports. That visa should also be endorsed; it is possible that the A# was handwritten on the visa page as well. It is an 8 or 9 digit number beginning with A.

That endorsed visa is a substitute for the Green Card, but if you know you have had an address change problem, the cards may have been sent. I agree that an InfoPass appointment, with all of you attending, is the best option for straightening this out. Do NOT try to do this over the phone; you are speaking to the wrong people.

One last question though: On the visa sticker it says expires on dd/mm/yy(Usually 6 months after the visa was originally issued), but underneath it says "upon endorsement serves as temporary I-155 evidence for permanent resident for one year" or something like that. IS the endorsed visa still valid eventhough that expiration date has passed?

Yes, the endorsement date is the new 'expiration' date. The endorsement should be for 12 months from the entry date. It's like a temporary Green Card--equivilant evidence of PR status.

The endorsed visa is valid as a surrogate I-551 (green card) for one year from the date of entry. The endorsed visa is no longer valid as a visa, hasn't been since entry, and thus the visa expiration date no longer has any meaning what-so-ever.
