Hi Everyone. I need an advice, I called immigration about this they didn't got a clear answer. My uncle is a US Citizen, he got married in Armenia in February, But since the rules have changed from January 2007 he wasn't able to file I-130 in US Consulate in Armenia. So now he is back to US, and I am helping him to file I-130 here. I know that the processing for K3 visa is going by this steps I130 ---> NOA --->I129F --->NOA, so when his wife can get a K-3 visa?? after the I129f is approved?? or while the case is in process??
Any answer will be appreciated. Thank you.

She can get a K3 visa after she applies for one, has an interview, and has her application approved. All of these steps will occur after your uncle's I-129f petition is approved by the USCIS and is sent to the US consulate in Armenia via the DOS' National Visa Center.

It also depends on the service center and consulate your uncle and his wife are going through. I suggest you check out the timelines for any members applying for K-3 visas and who are going through the same consulate, that should give you an idea of how long it might take.
