I am currently a homeless refugee at my sister's house in Las Pinas, a city south of Manila. I gave Delbros my office address which is just across Makati Shangri-la Hotel. How difficult is that to find? My office building is also a landmark in Makati.

Delbros still has not delivered my visa as of 6:45 pm today. Doug told me to wait until Friday before lodging a complaint with the embassy. And so I sit and wait patiently again...

Have not heard from Dave and Fleur. Are you having the same problem with Delbros? I'm thinking that maybe the person who has our files sat on our documents and went on holiday.

Must seem almost comical at this point in your journey that the only hang-up is with Delbros. On that note, I'm not sure what complaining to the embassy would do. I hope you can light a fire under Delbros and have them shake the palm-trees a bit and get your visa to you ASAP. Good luck, you so richly deserve it.

Delbros site never worked any better, they will always give you a hard time. I hope they find a way to improve their quality of service. The site, more often than not, its down. And tracking your visa is not always working.

This was copied from the main "foreign embassy and consulate general discussion" forum as an after thought .. sorry for cross posting, but due to the time frame required for response and the lack of one at the main forum, I felt compelled to repost it here where the question will most likely be viewed by someone with experience in this area.

My fiancee is going to Camp Crame in Edsa, Qeuzon City to have her fingerprints taken and then to the Japanese Consulate in Manila to request her police clearance (she worked there a number of times).

Does anyone know if there are charges associated with the fingerprinting or request for police clearance? She is leaving in one hour but insisted that I get online and ask just the same.

Hi all. I've another question (I really thought I was done with all the asking!). The lady at SLEX mentioned that I have to get the second Varicella shot after two months (April) so now I have to get that shot while still here in Manila (I leave June). Where do we put the record that I -did- get the second shot? Do I even really need the second shot? (i've had chickenpox as a kid, but have no scars because I didn't scratch.. ) Are they allowed to write on the sheet of paper given by St Luke's to indicate that I"ve completed the Varicella thingy?

PW-> I know how frustrating to feel that way. Makati is the business Capital and easy to locate. It is no excuse for them to tell you they can't find your Office.

I had my interview April 20. My visa was released from the Embassy to Delbros since April 24 and I am still waiting for my visa to be delivered. I called them daily since Monday (April 23) and Since April 24, I regularly text them for updates. ANd since their system is always down, you can't follow it up. I called them again this morning and as usual, they will just tell you to wait for it to be delivered. I live in San Pedro, Laguna (which is just the next town from Munitnlupa City and still considered within Manila area). I asked them if there's anyway they can deliver it ASAP and if not if I can just pick it up at their office since it has been released 2 days ago-> they told me to text their hotline for the request. Hmmmmm... they rae really trying my patience. I told her I'd rather talk to a person than to a cellphone and text my inquiry. She said she will also "try" to text their hotline and to give me the response but I should make a request through text! I told them there are a lot of people with the same problem as I'm having and I'm really disappointed with their services. They should do better! Anyways, I sent them a text request. I received a text response-> the same "recorded-type response" from them stating that my visa has been released etc, etc, etc... I've been receiving this for the past 2 days.

Engagement ring... and the jellyfish (off-topic)

I lost it in the water when we went to the island last december 27,'06. I tried to look for it, even people were helping me. But unfortunately i didn't find the ring, the sand and the sea weeds were disturbing and when i was about to get into the boat i was stung by a jellyfish (so painful that i thought i was gonna die or thought i would have been paralized). I told my fiance immidiately, that i lost it. He wasn't mad instead he said that as long as i am ok. I felt so bad i was so careless, but i didn't blame anything. I knew it was only a physical symbol of the promises of our love.
My question is...will the CO or the pre-screener ask for our engagement ring? or i mean is it importnat in the interview? But if they will ask me where the ring is i will tell them the truth.

Is the $95 medical fee with SLEC includes vaccination shots, if any? For example, if they told me that I need to take shots, will they ask me for additional fee?

I know I never had chicken pox yet so if they told me to take shots, can I just say "sure" without paying additional, aside from the $95?

Any vaccinations given with the medical are included without additional cost. Not all of the required vaccinations are available, but having all the vaccinations is not required for the K1 visa. You may need to have additional vaccinations for AOS. For instance, they don't offer the Td shot and it will be required for AOS. You'll need to get any missing vaccinations and have a civil surgeon in the U.S. complete a vaccination supplement form to submit with your AOS application.

Haaaay, after finally talking with a live person at Delbros this morning demanding for an explanation, they delivered my visa tonight. BUT they did not deliver my sons's visa!!! I could not get myself to get mad at the poor delivery guy ~ he was about to take the heat for Delbros but he looked so kawawa (pitiful) I calmed down. Anyway, he called his boss at Delbros to try to resolve the situation and passport will be delivered tomorrow. I was still required to send a text message to Delbros text hotline so it would go into their system. The delivery guy said that the text hotline is connected to a computer system so it is important to send a text message. When sending text, type <CASE NUMBER> then your request.

Example: MNL2006123456 Please advise delivery status.

To those who are still waiting for their visa, Delbros has been having a network system problem the past few days which has remained unresolved up to this time. This has caused a major disruption and slowdown in their service. They are unable to track the case numbers automatically so they are probably doing it manually.

And so, my visa was delivered 13 days after my interview which happened to be Friday, the 13th. And still waiting for my son's visa.

Delbros was contracted by the embassy to guarantee visa delivery in 1-2 days within Metro Manila and 5-7 days for provincial deliveries. If embassy learns that Delbros is not living up to their commitment, they stand to lose their contract, which is a lucrative one.

I did light a fire When I talked to Delbros this morning, I sure made it sound that I was going to make a complaint with the embassy and the next thing I knew, the delivery guy was texting me that my visa was on its way, but they left out my son in their rush to appease me hehe

They rarely ask for engagement ring. But if you can bring pictures wearing the ring, that should serve as a nice back-up. You can tell them "this is what's left of the ring, a picture, because I lost it" with matching sad face If you have no pictures, that's okay too, tell them the truth.

I have one quick questions. I'm a little confused on how the CFO works. I noticed there are two offices in cebu. one is the CFO office and the other is the SMEF-COW Cebu office. which one should my fiancee be attending? will she be required to travel to both locations or just going to the CFO office is enough and everything will take place there to get the stamp she needs on her visa?

Last year, I had my 2nd shot of varicella with my private doctor. She wrote me a certification ~ something to this effect: "This is to certify that Ms. Patiently Waiting No More, 44 years old, received Varicella No. 2 on April xx, 2006."

My doctor wrote the certification in her Rx form that had her name, address, telephone number and PTR and license number. Without asking for St. Lukes advice, I also had her sign the form that St. Lukes gave me. But on hindsight, maybe I should have called St. Lukes first to ask if it was okay to write on the sheet so that is what I suggest that you do now. Finally, Delbros site is working now. I called them today and it took me 45 minutes to get ahold of someone. I needed to update and change my delivery address so i was so desperate to talk to someone, i learned that i could do it through the text hotline, and any other requests regarding visa status, somehow its a relief cause i really need to keep track of the progress of my visa status. Also told them about about the site and said it's been down but glad its working now.

Speaking of, my Mom's turn is coming up on May 23rd. She hasn't received her packet 4 yet but I was told by the NVC that her interview will be on May 23! I panicked, quick! SLEX exam should be done asap! So I told my mom to proceed to SLEX Monday next week armed with her passport, the NOA2 and the interview schedule printout from the website with her case #. I have yet to call the US embassy in Manila to ask them where the heck is Packet 4. But I understand that if they still have it I can request them to send it to SLEX for my Mom to pick it up, right?

Also, will my Mom pay Delbros to have her (God willing) visa delivered? Or is the fee included in the $380 that I paid NVC when the application was lodged? If she has to pay the delivery fee, how much is it and where does she pay for it? I have heard of several successful applicants who were able to pick up their visas the following day after the interview, is there any special reason for this? Can my mom choose to pick up her visa instead of having it delivered to her?

And one more thing, the travel tax (I dunno how much it is currently but when I left in 2004, it was around P1,600) does the passenger pay for this only if the tickets were bought locally? What if I buy the ticket from say, Expedia or any online travel agency, will the travel tax be included so the passenger won't have to pay it at the airport?

After 2 horrible, and nerve wrecking weeks, she finally had her sputum tests and they all came out negative!!!

i understand there's no way you can change information in any certificate once filed in the civil registry

i would suggest you doing something about it, especially if you still have time
i mean it's the same thing - if you will be put on AR, you will end up having to fix the problem by proving that the information you have provided is the truth

i had a similar expirence with inconsistent information in my legal documents
the name reflected in my birth certificate was different from my college and post grad transcript of records and diploma
i had to fix this discrepancy in order to get my professional licensure exam
i submitted a notarized affidavit of discrepancy together with affidavits prepared by two people unrelated to me to support my claim
another similar situation was when my mom applied for her passport and she had to do the same thing

i would think you would have to prepare the same type of affidavit as a couple, stating all the correct information
also have affidavits from third parties - probably from the same people who signed your marriage certificate as witnesses

Yes that helps, thanks. And after thinking about it for a couple of hours, I believe you are correct. I'll tell Fely to try to gather whatever affidavits she can, maybe one from the priest also. Hopefully they won't be needed but guess its likely they will. She's got a mistake on her birth certificate too, but we're already prepared to back up that one with other paperwork.

feelicks, my USC husband, just got off the phone with "shawna" of manila embassy
we wanted to know what to do with our case
our financial support will come from my USC aunt, and not a direct relative of my husband
according to my husband, "shawna" said that for the K3, anybody can do the I-134, as long as US citizen and willing and able to support

now what confuses me and my husband is the part when "shawna" said that if my husband submits an I-864 and my USC aunt submits an I-864A, then no need for the I-134
we understand that I-864 is used for adjustment of status and not the K visa application
what the frick, right?

at this point my husband was already getting all confused
so to get back to the purpose of the phone call, he asked again and again in different ways if we could get help from my USC aunt

"so my wife's aunt will be considered valid?"
"so youre saying that if my wife's aunt fills out an I-134, it will be ok?"
"ok so anybody, even if its not one of my own relatives, is eligible to fill out the affidavit of support?"

and according to "shawna", we should be able to use my aunt's I-134 and her financial documents

further, my husband asked if he could attend the interview
"shawna" said that he could and it shouldn't be a problem

we shall all find out months from now if "shawna" knew what she was talking about

When your fiancee arrives in Cebu City, let her go directly SMEF-COW, this is where the seminar will be held. As for the CFO Office (DFA Bldg.), she will need to go there when she already have the certificate of attendance from SMEF-COW. This is where the CFO certificate and sticker be given.

I have been there too. Below is the sched for the whole CFO thing.

7:30am Registration
Do not forget to register at the guard. He will monitor the number of attendants, since only 15 participants are allowed in a day. If you are the 16th onward, you have to come back the next working day.

8:00am Filling Up of Form
When submitting the filled out form, you have to submit the required documents too (as stated in the list,along with the seminar fee of Php.250.00). After sorting your document and paying the fee, SMEF will take your picture (same counter for payment) using a webcam. This picture will be used/posted in the Certificate of Attendance that they will give you, in which is required in getting the CFO certificate.

9:00-12:00nn Seminar
As a group, about three documentary films from "Magandang Gabi Bayan" will be shown. Then, after 2 hours, the participants are divided according to country of destination.

12.01-1:00 Lunch Break

1:01pm Individual Counseling
The counselors will call you one by one to have your individual counseling. The counselor will ask you personal questions concerning your relationship with your foreign spouse. The hierarchy will be according to the order of registration list (the one, at the guard).

2:00pm CFO – Certificate
After the seminar, you have to go to the CFO Office (at the DFA Building) to get your
CFO certificate or visa/passport stamping. Do not forget to photocopy your attendance certificate, the Official Receipt from SMEF, your passport and your visa so you don't have to go downstairs just to have it done. Payment of Php.400.00 is required at this stage. You will wait (it depends on the number of people their with the same purpose) for your queue.

Although I'm assuming there's a copy inside the mysterious envelope, I'd still like to keep it as virginal as it is.. Too bad my mom spilled coffee on it - it's not as virginal as it used to be

Got my visa today at 12:38pm. Then my husband and I went to CFO (Quirino Avenue) and got my stamp and Green Certificate in about 10 minutes!!!

My husband and I will be flying to the US on May 2, 2007. POE: SFO.
