Back when I did my wifes visa I thought I read that if you send in your I-130 registered mail they wouldn't accept it...is that true? Its been a few years. I want to send it registered so I can get a receipt of when they got it at the service center.

Not true, though is an expensive option offered by the post office. I would recommend using Priority mail, certified, with the receipt confirmation card.
