Besides the foreign police certificates, do we request anything from the US state where he lived, or do they do that when they run background FBI checks?

No you do not request police checks for time spent in the US. Check your embassy or consulate web site it will give you all the details.

yeah u do not require police certif from the any amount of time spend in u.s
