does anyone know the odds of HCMC giving a family member a "B" Visa for a visit to America?
i would like my wife's brother to come and visit us here in Portland.
i am asking my VJ friends here, do you think i would be banging my head against the wall, or is it worth the money to try for the visa?

Depends on the individual circumstances, obviously many Vietnamese do obtain Visitor Visa's.
If he wants a B, he applies anyway, not you.

Strong ties to his/her home country, and significant business or social need, circumstance dependant.
They need to establish these issues, prior to approaching the applicable US Embassy/Consulate.
