could someone clarify, embassy/consulate is the foreign USCIS office, correct?

Embassies and consulates are Department of State, USCIS is Department of Homeland Security.

The USCIS has field offices in a few countries around the world. In some locations the USCIS office may be physically located on the embassy grounds, perhaps even in the same building with embassy or consular staff. This does not make the USCIS office a part of the embassy.
