Data Sheet,
'Packet 3.5' is a term that has been coined for the immigrant visa process, since the old 'packet' terminology (the packet system was done away with years ago) no longer accurately reflects the current process for immigrant visas.
Packet 3 might more appropriately be called the visa application materials and packet 4 might more appropriately be called the interview notification, both of which used to come from the consulate and they still do for the K visas. But for the immigrant visas there are now also visa application mailings coming from the NVC, and for some countries the NVC collects all of the visa application documents and schedules the interview.

Even though I am waiting for I-126F NOA2 which can come any day now, I would like to know what documents should I be preparing for consulate.
I have applied K-3 for my spouse in Pakistan.
Thanks for any input!
