i have a 9 year old hearing-impaired sister..i know i can't petition her right now "coz im just on the process of my AOS..& even if i become a LPR i can't still do that unless i become a USC which will take a while i know..i really wanted her here because there are a lot of oppurtunities , schools , & all that..i'm just wondering can my husband which is a USC can petition her? or is there any way i can get her here? I"ll appreciate any help..thanks!

I believe you will have to wait until you are a U.S. citizen to petition a sibling. Unfortunately, the waiting period for the Philippines to bring a sibling is over 20 years. I think this bulletin is older, 2004, but is saysManila is currently processing petitions from Sept. 1982 so that would mean they are maybe up to 1985 now. I can't seem to find a newer bulletin so maybe someone else can post a more current link.

Is there a school near you that specialises in the hearing impaired and also International Students?

You could look at a F1 Student Visa.

The fees may well be an issue.
